These Terms govern your use of the Perma Blend Pigments website and your purchase of products from us in Dubai and the wider UAE. Please read them carefully before placing an order. Perma Blend Pigments is a sister company of Beauty Secret International LLC, operating within the same business group and specializing in professional permanent makeup pigments and related PMU solutions.
Acceptance of Terms
This website and the products sold through it under the Perma Blend Pigments brand are owned and operated by Beauty Secret International LLC a company operating in Dubai, United Arab Emirates.
By accessing this Site, creating an account, or placing an order, you agree to be bound by these Terms & Conditions. If you do not agree with any part of these Terms, please do not use the Site or purchase our products.
You must be at least 18 years old, and have the legal capacity to enter into a binding agreement, to use this Site or purchase from us.
Professional-Use Products
Perma Blend Pigments are formulated for use by trained, licensed permanent makeup professionals only — not for personal or home use.
Licensed practitioners only
Purchasers are responsible for holding any licenses or permits required to buy and use these products in their jurisdiction.
Proof of credentials
We may request proof of licensure or training before fulfilling an order, and may refuse service at our discretion.
Safety & sanitation
Proper sterilization, patch testing, and hygiene practices remain the sole responsibility of the purchasing artist.
Local regulations
Buyers must comply with UAE Ministry of Health and Dubai Municipality requirements applicable to PMU pigments.
Orders & Payment
All orders placed through this Site are subject to acceptance and product availability. We reserve the right to refuse or cancel any order at our discretion, including where a pricing error, suspected fraud, or a failure to meet eligibility requirements is identified.
Prices are listed in AED unless otherwise stated and may change without notice. Payment must be completed in full at checkout through the payment methods offered on the Site. You are responsible for ensuring your billing and delivery details are accurate.
Shipping & Delivery
We ship within Dubai, across the UAE, and to select international destinations. Delivery timeframes and costs are shown at checkout and may vary by location and courier.

Risk of loss and title to products pass to you upon handover to the courier, unless otherwise required by UAE law. International buyers are responsible for any customs duties, import taxes, or restrictions applicable to cosmetic tattoo pigments in their destination country.
Returns & Refunds
Because our products are cosmetic items intended for professional use, opened, used, or tampered products cannot be returned for hygiene and safety reasons, except where required by law.
Unopened products in original, undamaged packaging may be eligible for return within 14 days of delivery, subject to inspection. Items found defective or damaged in transit must be reported within 48 hours of receipt, with photographic evidence, for a replacement or refund to be considered.
Intellectual Property
All content on this Site — including logos, trademarks, the Perma Blend name, product formulations, imagery, and text — is the property of Beauty Secret International LLC or its licensors and is protected under applicable UAE and international intellectual property law. You may not reproduce, distribute, or create derivative works from this content without our prior written consent.
Liability & Disclaimers
"As is" basis
The Site and products are provided without warranties of any kind beyond those required by applicable law.
Limitation of liability
Beauty Secret International LLC's total liability for any claim shall not exceed the amount paid for the product(s) in question.
Indemnification
You agree to indemnify the Company against claims arising from misuse of the Site or products, or breach of these Terms.
Governing Law
These Terms are governed by and construed in accordance with the laws of the Emirate of Dubai and the applicable federal laws of the United Arab Emirates. Any disputes arising from these Terms shall fall under the exclusive jurisdiction of the competent courts of Dubai, UAE, unless otherwise required by applicable consumer protection law.
